Check for spark, Check the gap on the points, should be .020.
Clean the points with a light filing and parts cleaner. Check the dip tube check ball/disk on the mixer/carb (you will need to remove the carb/mixer to do this), you should hear movement when it is shaken up and down. While you have the carb off squirt some oil on the rod and a little on the inside cyl walls. Squirt a little oil in the plug hole and rotate the engine. Reassemble, mix some gas at 16 to 1 and fill the tank. Open the needle valve a little past half and kick away. As long as you have lubed the engine you could use a small spritz of starter fluid to get it started. ( I know I will catch heck over that from some other stakkers but I have never had a problem with small amounts).

Good advice. If the points measure .020, just clean them. Don't mess with something unless it's really needed.
Also, try cleaning points first with just paper. that might be enough. If points really need attention, they should be honed on an india stone
Clean both ends of the spark plug wire, the engine end just pulls out, friction fit. Check the spark plug gap, about .025 or .030 inch will work.

Make sure the tank is cleaned out as best you can. I will likely be best to unbolt the tank/base and completely remove all dirt.
