Question Paint over haul

I have a 04 miccormick deering and is curently all tore down and was wondering the best time to paint it and what is the best way to paint, like spray paint or to buy a paint gun and use a air compresser to paint it.

I also would like to know if you need to prime and buff the paint and all that other good stuff. I have a sand blaster comeing soon to help remove rust but how shiny or clean does the metal need to be in order to paint? Thanks
