Default Clinton engine

New to this site, I have a clinton 3 1/4 hp engine, The decal on it says Gem 3 1/4 hp cast iron sleeve. I got it to run but not sure of how the air vane govenor needs to be hooked up, any help would be appreciated.Click image for larger version
