The tapped hole is either blocked off with a 1/8" pipe plug or a priming cup goes in it, priming cup: A cup atop of a valve. Pour a dab of gas in the cup, with the engine on the back stroke, open the valve and suck the primed cup of gas into the cylinder. Close the valve off and you've in essence, choked the engine for starting. Pictures are fuzzy, might help if you mention what size engine it's on. Looks like a small I.H. engine.

yes it is a 1 Hp
I H C famous
i will have to look deeper in to the hole
as it lookes plugged to my old eyes
I love the idea of a primer cup for it
(if it feeds to the combustion chamber )
