What you have is a Carlisle & Finch water powered dynamo (generator). You are missing the impeller and the cover. The cover is not just a flat plate but more like a pan and has the name cast in. Ron

Thank you,i just returned from youtube where i thought i had found that it was carlisle &finch, such a shame the wheel and cover are missing,i would pay dearly for the parts to fix it.its so clean i can't beleive it's ever seen water. how rare is this, and value?? Thanks

are the wires in the right spot coming from coils?there under a strap pressed against the brush holder between the two mounting screws.
