Default Kohler 3.5mm65 Generator

Hello. New guy from the Ozarks. My Kohler 3.5mm65 generator
is only putting out 40 volts on 110v, and 79 volts on 220v. This is a brush type unit, and does not have auto throtle control. I have not checked RPM, but am sure its running at its full speed.
By the way its powered by a Briggs 8 HP. I have forced more RPM and it never changed my voltage output. Haven,t did any thing except visual inspection, and my wireing schematic is not very detailing. Any ideas off the cuff.
