Whenever I rebuild an engine, after the piston is removed, the cylinder is cleaned with a solvent and visual checked. Sometimes it needs to be given a quick runthrough with a hone to clean it up. The cylinder is then checked for taper, pitting, gouging etc., and if its more than 20-30 thou'out it would be rebored. If there is any question, I would rebore anyway.
