Nick--From limited experience of marine engines I can tell you because of the oiler the engine is an early model 2 cycle engine. Mixing gas and oil came later. Normally they used a Marvel-Schebler carb. As to brand name, see Wendel's book. Probably used buzz-coil igniton with timer on the flywheel end.---Ted

A photo of the other side of the engine may help putting a name to it.
Engine seems to be missing the water pump, it was chain driven by the looks of the skip link sprocket on the out put shaft. Richard

There is the posibility that its not a marine engine. A lot of stationary engines only have one flywheel. I don't see any evidence of a water pump or marine type muffler. Who knows?
