Question Fairbanks T Mixer Question

On my Fairbanks T, the part that contains the butterfly valve which is between the mixer and the engine, there is some sort of regulator on the top that looks to be adjustable. On one side of this body is a hole approximately three-fourths by three fourths and then there is a cap that fits on top of this chamber that has a spring on the side that holds it in the appropriate notch. There is a one fourth inch hole in the bottom that has a shaft which is attached to the top side of the butterfly. There is no other hole from this chamber to the mixer or the engine. What is the purpose of this regulator?
