Photo What Is It....?

Some kind of hand chopper. Each stroke of the cutter arm advances the rathet in the rear that pushes whatever you chop forward a bit so as to make another chop. Board it is on is about 12 inches square to give you a size reference. Anyone recognize it?

What I don't know about these things would fill a warehouse, but I think it might be a tobaco cutter.
