I have a 4hp CA Sparta that i have the springs off the weights and it works fine.I beleive there should be a internal spring in the gov housing like on the later Economy`s that can be changed to slow the engine down.I changed the spring on my 6hp CX Sparta and it will run all day long nice and slow.Dave
