Default cracked fairbanks again

well i finally got the f m where it will hold water and running pretty good. i want to slow it down a bit thow. the gov fly weights are behind a cover which is behind the timing side flywheel. before i go and break something trying to get the gov apart, does any one know how how it comes apart? it looks like a set up simular to hercules where you just screw off the gear. some of you faiebanks guys may know the secret to the govv to put in a softer spring.
