Default Hard starting good running FMz

I think my 1920 5-HP with a "R" mag needs the timing gears set, one man can not spin it over hard enough to start. I think the timing is too far advansed but don't know how to check. I just discovered one of the fly weights is missing, it can't be good to run it this way but it still goverens ok, can I buy just one? So I put it to you for help. Thanks, Mike
