Photo Maytag 92 Carb question

Hi, How is the small tube shown with the arrow attached to the carb and what is its purpose? It turns but does not unscrew like the pick up tube.
It used to be 1/4" longer but I broke it off trying to get the big nut removed.

That's the vent for the fuel tank.
