Check out some of the threads over in the steam section they discussed the new laws that were coming into effect in some of the states. They may help you. It was back a couple of months ago. I know atleast one of the guys involved in the North Dakota discussions was a model builder!

One think to try is to do a web search for the Michigan boiler code. Don't know anything about Michigan, but here in Illinois, there is a threshold below which the codes do not apply. My 1/4 scale Case is small enough it doesn't apply. Some of the things are grate size, barrel size, etc. I think 1/3 scale Cases do fall with in the code requirements for inspections and I know 1/2 scale engines do.

Illinois and many other states exempt anything 12" and under.

Check with one of the steam loco clubs in Michigan.

Here are the two threads I posted on the Stationary and tractionhttp://www.smokstak.com/forum/showthread.php?t=37497
http://www.smokstak.com/forum/showthread.php?t=37496

One is for the link to the web site and parts that I could find that affects the hobbies. And the the other is the law that was passed. Of course, they always can fall back on the national boards. As that is the way the laws are written. Also you will want to check into what or which codes your local gorvenment follows. As In Michigan local wishes override the states.
That why in some localities one license isn't good you have to hold and renew in each city/juristdiction. They need the money to keep their buildings and safety depts running. If they don't know what you are talking about then they follow the state code.
