Default Outlook Express Problems

I'm running OE 6 with Windows XP IE 7. For about the last couple weeks my cousin has told me his ISP won't allow my e-mails because it says something about some kind of Spam Virus? I've scanned my computer with a couple different anti-virus checkers online plus with my own and it comes up with nothing. Just recently, I've noticed for some reason that some of the larger files are being broken up while sending. I've sent some of the same stuff I've sent my cousin to my brother and he said that he got the e-mails in parts, had to open them all and put them back together. My question is, how do I prevent my e-mails from breaking up into parts and send them whole?
