Here is another web site which may be a little clearer -
< http://www.oldengine.org/docs/Maytag_SM.pdf >
Look at the Side View Late Type Single Cylinder Multi-Motor drawing. Assy 3292 is the governor assembly and it is mounted on the flywheel. When the engine gets up to speed. the governor causes the points to remain open and no spark occurs. As the engine slows down, the governor will allow the points to operate and the spark will occur, and the engine speed is increased until the governor assembly causes the points to remain open.
On the outboard side of the flywheel, there is a cover held by two screws. Remove the cover and the governor assembly can be seen. There is a knurled nut (12828) which is used to increase or decrease speed. Tightening the knurled nut will increase engine speed and, visa versa, loosening the the knurled nut will decrease engine speed.
