Default Cedar Rapids governor

My friend has one of those, and he has been wondering what it was used for. It has a brake band in the center of it and it is adjustable. I am just guessing, but could it be more of a shock absorber than a governor? There is a picture of one near the bottom of the second page of Steve Bars post on the Baraboo auction results. Bob-

They were commonly used as lineshaft governors. I have one of them on my lineshaft. It has pictures of rabbits on it and says "See Der Rabbits" as a play on Cedar Rapids. Tell your friend to take a close look at the decals on his and he will laugh at it.
