What does it say on the tag? The flywheels and crank look like 1 HP IHC and since it is a throttler there might be some relationship.

Is that a knife switch in the high-tension lead for the spark plug???? OUCH!! I'd do away with that in a hurry.......set it up to diconnect the primary that is feeding the buzz coil rather than trying to disconnect the hot lead (besides a shock, you don't want to run a coil or mag without a plug or other path to ground...it is bad for the windings.) But I disgress....
