Default Need help to identify this engine cart...

Trying to figure out what type of engine cart this is, I originally thought that it was Waterloo, but it has some differences from others that I have seen. Any help would be greatly appreciated. The wheels are 17 inches and the axles are 34 inches long.
Thanks
