I am trying to identify this tool. I think it has something to do with putting rims on wheels, but...

Default What is this tool?

I am trying to identify this tool. I think it has something to do with putting rims on wheels, but I am not sure. Would appreciate greatly any help.

There was one of these on here awhile back and I believe it is a shrinker / stretcher for the steel hoops used for steel tires on wood spoke wheels. Required heating of the metal as part of the process.
