Default Hobart G-213 Welder and Wisconsin TJD

Newbie here.
I just bought a G-213 Hobart Welder (we used to call them welding machines, what happened?) powered by a Wisconsin TJD. It needs a little TLC.
We got it running briefly when I bought it, but I don't have batteries for it yet. It seemed to run smooth after some tinkering and it welds. I don't think we had the RPM's fast enough, though.
This is my first Wisconsin. If I understand it right, this TJD fires, rotates 180 degrees, fires, rotates 540 degrees, fires, rotates 180 degrees, fires, rotates 540 degrees and so on.
I saw a drawing of the THD crank, which apparently has even firing intervals but it must have been a leak prone engine with all that pressurizing and depressurizing of the crankcase caused by two pistons stroking up and down simultaneously.
Horizontally opposed 2 cylinders are probably better balanced, but I kind of like this TJD better than my Onan...lots of iron in it! The fuel tank and strainer is missing on mine.
One thing I'm skeptical about is the plunger oil pump. Seems a gear driven one would have been better. I did a search here (loads of good info here!)and it was mentioned that the pump should be serviced if it has been sitting with water in the base as mine has. That looks like a big job. My welder is mounted to the deck of a small trailer. Removing the base would require major disassembly. I have a lot of welding to do before the snow falls so I need to get it on line. I don't have a shop here, have to work outside on the gravel.
So my questions;
Is there some way to test the operation of the oil pump like put a guage on it somewhere or remove one of the lifter covers and watch it run? What kind of pressure should it have? Is there an online service manual I can download(I found a parts manual)? The tag says the welder RPM is 2400 but the engine RPM is 1900, what does that mean? How can I check the RPM's?

If the TJD is like my THD/180 A Lincoln, the should be a oil line from the center of the block to the governor housing. Remove the line and see if oil is being pumped. If oil is being pumped no need to service the pump.

Thanks K D Redd.
I put a couple batteries in it and changed the oil. There is oil coming out the oil line to the governor so the pump must be OK. Worked it a couple hours today. It runs good. It took a while to run smooth, must have had varnish in the carb. I'm using a voltmeter on the 115 volt AC outlet to adjust RPM.
I need to find out what the plugs and points are supposed to be gapped at, what the valves are adjusted at and what the toggle switch on the back by the batteries is for. The wires run in to the welder enclosure where the resistors are.

Plug gap is .030 inches. Point gap is .015 if magneto ignition, .020 if battery/distributor.

Parts & service manual can be downloaded for it from Wisconsin Motors site. Click on engnies for main manuals or accessories for info on carbs, mags, distributors, generators starters, air cleaner, clutches ect....

http://www.wisconsinmotors.com/partcatalog-ex.html

MEK, methyl ethyl ketone found in paint thinner section works good for cleaning varnish and gum out of gas tank, lines and soaking carb. It won't run at all or well with MEK in gas just soak and drain it saving it for parts cleaner. Good carb cleaner is the "real" Berrymans kind not the fake California blend that is a waste of money and won't clean anything.
