Default Boring a steam cylinder

I have a steam cylinder that needs to be bored and would like to know what the clearance between the cylinder wall and piston should be. Should it be like a gas engine .001/inch of bore? I am not sure if I am going to sleeve it or oversize the piston. Thanks Don B
