Default Russell horse drawn advice needed

Hello;

I found this piece at an estate sale. It has Russell embossed on the handles. I was told it was a road drag or road grader. Can anyone give me some info on this piece, and are there pictures anywhere of what this item should look like complete? I think it must be missing the hitch. Any info would be much appreciated. I plan to restore this to working condition if possible.

these are commonly know in our area as township road drags. the county provided them, one would take his turn with his team dragging the road .this would pay thier pole tax. over the years i have collected a couple of them.

these are commonly know in our area as township road drags. the county provided them, one would take his turn with his team dragging the road .this would pay thier pole tax. over the years i have collected a couple of them. the chain is missing on yours , it had a link to adjust the angle that hooked to the double trees.
