Default Wico EK felt piece

The parts list for the Wico EK shows a felt piece. My EK didn't have one so I bought one this weekend. Problem is, I don't see how it fits. It has 2 holes in it, one for the armature shaft, one for ? Does it go inside the magneto? I know this is simple but I am missing it somehow.

The felts go outside the magneto body, between the mag and the armature, The big end goes around the guide pin and the small end goes around the spring below the points. The purpose is to keep the pin and bushing lubricated.
