How old is the engine, has it had any regular oil changes and what is its previous history before you came upon it?

There is an excess fuel arrangement for starting, have you followed the operator's manual procedure?

Could be governor unit sticking./
Works by ball bearings revolving in a Or worn bearings cone when engine spins and is directly linked to run/ stop button. You have to remove crankcase to locate it but is easy job.
This controls the fuel supply from the pump via the governor linkage mechanism connecting to the pump slide on top of the pump.
There is also a governor speeder spring on the side of the engine below the exhaust. This is for fine tuning.
The springs in here are different depending on the speed you need the engine to run, so make sure you buy the correct spring from Petter if you need one.

Sorry got my english wrong.
Reply should start - Could be governor unit sticking or worn bearings!
It works by ball bearings revolving in a cone when engine spins ....,.,..............

To summarise - this revolving of the bearings in the cone controls the fuel supply from the pump and therefore keeps the engine speed to the desired revolutions.

Try another injector, preferably one from another engine that is running correctly, good luck. Rol.
