Default IHC-mini mixer mystery- Tom Thumb or Titan starter engine

I cant figure out what IHC engine this little bronze carburettor came off off.
It has a tiny 5/16 inch bore, mounts with two 1/4-20 bolts spaced 1-3/8 inches centre to centre and is approx. 5 inches tall and 5-3/4 inches long, overall.
It is marked "178VG" on the removable filter housing and "1708D" on the body.
Any ideas?

I thought it looked similar to the 10/20's carburettor so I looked at one i have sitting in the fence-row. it is similar to the top half of that one (and another I found on the shelf), but both of those carburettors have the high speed screw on the top where this has a mounting flange and the fuel flows thru the bottom of the carburettor (where this has its high speed jet adjustment located) before making a 90 degree turn to go into the intake manifold on both of the 10/20 carburettors.

This thing appears to be an up-draft with a paltry 5/16ths venturi that would strangle even a 10/20 for fuel!

Is there another variation of the IHC mixer for tractors or stationary engine/power-units that maybe used a float bowl bolted up at the bottom like this???

My Titan starting engine has a side draft carb. Some of the gas starting IH Diesel tractors had a really small carb as they only idled on gas. This seems a bit small for that though.
