Need Help in Identifying Engine

I am seeking assistance in identifying what may be an engine. I am a novice and my family wants to restore it. I have about 30 photos but don't wish to post them now unless someone wants me to. From the serial number, if thats what it is, it may be a Stover. Just an uneducated guess. Any help would be greatly appreciated.

governor looks like Fairbanks Y but need more pictures to be sure

Here they are. I do have more but they are snow covered. You may be able to use them if need be. I will send them if you need them.
