If you fueled it with 16 (gasoline) to 1 (30# weight non-detergent oil) mixture and the engine doesn't want to fire, the likely suspect is the fuel check valve located in fuel tank.
Does the engine have air cap? The engine will not start if the air cap is missing.

Spark firing ok in the open air? Firing in the open air is not the same as under compression with a gas-oil contaminated compressed air mixture. Spark can still be the issue and very likely could be. Along with a dozen other things. Bad wires, bad plugs, dirtly points (This is a whole nuther issue, what most people call clean points I call a mess.) Unfamiliarity with points causes many a issue. Also several internal issues will keep you from running. But lets make sure you have all the external issues covered first before we start dissassembling. When you do I agree with Francis check the check valve. But this is an easy diagnosis to check. Prime the engine, Pull the pipe plug out of the top of the crank case, dribble in a tea spoon to a table spoon of gas oil mix plug it back up and try it. If it fires runs then dies then check could be at fault or the governor. If it does not fire then examine the ignition again. Maytag Mark
