Actually, not that “rare”. You see several of them show up each year on eBay. The current bid ($280) I’d think is a little high, especially for an engine that doesn’t run. It might just need the points cleaned, or it might need ????

There are several “versions” of these; the RSC-541 as we see here, and the RSC-701 which has the Tillotson YA2A carburetor as mine does http://www.smokstak.com/gallery/show...p?i=9147&c=108 , and I believe there are a few more versions also, I’d need to look.
This engine appears to be all there, with the exception of the muffler and the air cleaner. A muffler will set you back around $45 so the current bid is up there, seeing it needs both these to make it “right”.
