Default Onan Generator 4.0 CCK

I got my old onan gen. out to day and looked it over and governor where comes out of the fan cover that shaft is stuck how do I fix that it is old gen.somewhere in the 70 to 80 it is a twin cly.

What's stuck? The arm as seen in the pictures below? Explain by "Stuck". How are you testing this? What is the serial number? Can you take a clear picture of the data tag and post it? More information is better than none or little.

Remove the linkage from the carb and make sure it is not the carb shaft that is gummed up. Unless the governor shaft seal is in bad shape and the generator has been setting outside in the rain, it would be unlikely the governor shaft would freeze up.
