Default PE-95K Won't Stop with Toggle Switch

The good news is the 1951 gen set I got in 2015 started right up after putting fresh fuel in it. The bad news is it wouldn't stop when I depressed the toggle switch down to stop and held it there. The toggle switch seems to be acting normal with plenty of spring tension up and down and all the wiring behind the panel is in good shape and tight. Is the 620.1 Stop relay prone to fail? Or am I out to lunch in suspecting that component. I will admit I'm weak on electrical and will need mentoring; but I do have a manual and a cell phone

First check to make sure the toggle switch is good with a meter. Look at what else is in the circuit to check what component is not working to kill the engine. The manual should have the Starting/Kill circuit diagram.
