Default oil city boiler works

Hi , I have 1 oil city with an A C Thomas conversion kit, mounted on an Allis Chalmers WC tractor,10 or 12 hp. I also just purchased an oil city with a South Penn conversion, 20 or 25 hp. Not sure of this hp. I can,t seem to find much info on these engines! I am curious as to whether these engines were or could be governed? Any help or info will be appreciated! Thanks Bimjy
