28-50 Hart Parr fan shaft problem

Default 28-50 Hart Parr fan shaft problem

Had a new fan shaft made with new bearings.
Put it together and installed it.
PROBLEM- it is very difficult, takes a lot of pressure, to move fan shaft friction wheel to flywheel.

Ideas or suggestions on how to fix problem??????????

Were the bearings replaced with the correct bearings?
The original bearings are self aligning to allow for the swiveling action.
Does the shaft turn freely when in the relaxed position?
If so does it start to tighten as it moves toward the flywheel?
