I have the dipstick, tube and the filter housings.

What tins do you need?

The starter is a prestolite and not easy to find and usually $$.. I know a few members that may part with one.. I'll leave it to them to chime in

Yes, you made sure it turned over by hand? The reason I asked is because the oil filler being off and looking rusty, makes me suspicious of water being in the oil.

Turned it with a screwdriver. It sat for several years in my cousin's shop.

Curiosity bit me at this late hour. So, I went out and looked inside the motor. The metal is bright and the inside of the block is a painted yellow. It was a motivating observation that you made. Thank you!

I am not sure about the needed tins. I think the one with the start/stop switch is missing. The tube as a part of the intake is missing. TKS!

I looked at a utube video and then looked at the unit I have. The control section is missing. I do have the section that controls output. It looks ok, but will need a test run. I think my first objective will be on the motor, getting the starter and oil input section. Right now resources are southbound to get my son's house through the recovery stage.

Here is a bigger picture of the unit. What is the cost for the control switch relay unit? The oil filler? The sheet metal cover over the cylinder area? Tks!
