Default Unidentified wheels

I found these wheels where I picked up a 40 80 Avery carcass. They are in great shape but I don't know what they are off of . I have had several people look but no idea. The casting number is still on the lugs so these were hardly used. The hubs are #1747, lugs are #1728,1727. They are 69 1/2 by 24 1/2. Maybe they are steam engine?? I have these on the Lugs and cleats side and someone suggested woods brothers but the lugs don't look right to me.
