Default Looking to I.D. Spade Shaped Mini Tool - Machine Part Attachment to Mounting Bracket

Does anyone have any idea what this 2 7/16" tall tool or machine part is? The lower "blade" is nearly 1/16" thick. There is some very tiny text on the hex nut - looks like a "Y" (?) followed by a "F" and "R".
