Default Big cast iron A W MILLER PATENT what is it?

What is this used for? Has 2 sets of clamps for centering tool. Has one handle that slides up and down and can be pivoted right and left. Looks like it has a cutting tool on end of arm. Arm has slots for a spring or wire by pivot.Is about 10x11x about 24 high.
