Default 11.2 x 28 tyres from 11" rim on 9"?

As title I have read this can be done. Before I haul all 4 wheels to my local tyre place is it possible to do?

I have a set of 9" internal bead measurement rims with no tyres but had 11.2 x 28 tyres before and a set of 11" internal bead measurement rims with 11.2 x 28 tyres on and want to get the tyres on the 9" rim if possible to do.

They will probably stand up a little taller & look different, but if it's a matched set, no problem.
