Default DILLON What is this?

Is this some sort of wire fence puller? It says patented in 1905 and has the name DILLON cast into the handle. Looks like the end with the square opening could be fastened to a fence post.
The handle is about three feet long.

We had one around back when we had the dairy herd. Worked quite well! I guess it's still around at the home place some where.

This one uses a log chain. It is made by Durbin Durco.
