Canít help with the pump, but the engine looks to be a Lauson Model TLC.

Is it a Roots style vacuum pump (positive displacement)?
Kind of looks like an Oberdorfer gear pump for liquids?
I can't make it out from the picture.
You can search Oberdorfer on the internet and come up with all kids of information.
Lots of Roots blower information also.
Mike
