Default Claw Foot Pulley and Base ID

Can anyone tell me what this may have been used for. I've had it for years it had a 28" diameter plywood top bolted to the pulley. Just this week I took the plywood top off to find a fancy pulley and directional arrow. I cleaned the cast base and painted it grey, Repainted the arrow it's original gold. Pulley is original. Rides on a bearing and spins forever! The base is about 15.5" square the pulley is about 15.25" and the claw feet are about 4" tall. The feet throw me? Otherwise a very industrial pulley and base, it has some fancy foot work!

That it would although I doubt it would have ever been motor driven! I personally was thinking of mounting a smaller clear top make of some bulletproof type material and just have it as a little rotating table. I used it once to restore and old brass cash register when it had the plywood top.
