Default Fairbanks Morse 3hp - need help

I have a 3hp “Z”, throttle governed engine. I pulled it out of a brier patch about a year ago and have not had much luck finding out anything about it, nor getting it to start. I have only been able to work on it part time and want more time to tinker, therefore I think that the timing needs adjusting. At what position should the piston be in when the ignition fires?
Thank you

There should be a timing mark on the cam gear that will align with the flywheel key. The mag should latch off about 20 to 25 degrees before top center, if there is no retarder on the cam gear.
