Default Is this a vintage Auto related tool? Star Tool Co

I have this clamp looking thing and im trying to figure out what its use is for and application? I couldn't find out much on google. any help identifying what I have much appreciated.

For holding new bulk lining material on brake shoes while drilling, countersinking, and riveting lining in place I believe. At least that's what I used it for while doing that job. Or was it emergency brake bands with lining on the inside? It's been almost 40 years. I once had another tool from same company that everyone said was a valve spring compressor (that would compress 3 springs at once??? I don't think so!) turned out to be an expander for the 3 brake bands on Model T transmission.
