Did not have to remove flywheel.
There is a 1-1/2" hex head plug over that governor adjustment.
Screwed the adjustment in all the way and with external governor adjustment slack engine settled in at 618 RPM. External speed knob then worked to increase speed as expected.

Picture of the plug and adjustment bolt removed.

Looks like it is a '42 engine, so the 1947 papers make sense. Nice piece!

Over the weekend I picked up a generator found on the classifieds here. A friend was able to fetch it near his place and meet at an antique truck show closer to me to transfer.

It's 10KW 220V 3 phase.
My best guess is an MD would have powered it.
It needs to be dissembled, cleaned, probably new brushes and springs, and check it out electrically. I hope it's sound and doesn't need a rewire, and might can have it varnished and baked to preserve the old insulation.

Scan of the tag for reference, and with it someone could make up new tags.
it is 3.75" long, 1.532" tall, and 0.048" thick, probably bronze (silicon bronze?) and not brass.

I do have the exciter cover in two pieces to braze back together.

The terminal box is missing, anyone have pictures and dimensions of an original so I can make a new one?

The pulley on my engine is not original, though it may be suitable.
Ideally I could find an original generator pulley from an MD, they bolt to the flywheel. What diameter is it?

How funny- I JUST watched SmallEngineMechanic's video, featuring stuff he was going to sell, including that very generator!

Since it is three phase, wye connected, a small autotransformer can be used to make it the functional equivalent of a 110/220 three phase delta connection. Then could likely turn up the voltage a bit to get 115/230 or possibly 120/240. This assumes that the existing neutral can be or is disconnected from the frame.

Then you will be able to get around 8kw at 120/240, single phase. Or the full 12-1/2 KVA at 240 three phase. Or some combination.
