Default Fuller and Johnson Lighting plant/ Western electric

Hi, I am having trouble tuning the engine on this unit. All work has been done, but the engine only runs slowly (500 RPM or less) This unit has a magneto and the ignition timing seems to be okay. There is a fuel mixture adjustment screw and this makes some difference it either runs or doesn't when this screw is adjusted, but it won't pick up the RPM. Does anyone have any ideas? Thanks
