Default 2.5 LK battery charging problem

i have an old 2.5 lk 1r/10545j (ser.#0273592144) that i decided to finally decided to work on. the 12 volt charging circuit doesnt seem to be working. the gen. wont run without the batt. connected. i did remove the electric choke when i replaced the carb. with a manual choke one. the batt. voltage is about 12.6 before i start it, then 12.3 after. i connected a 1.5 amp. batt. maintainer up to the 120 volt outlet that will keep the voltage 12.7 while running, voltage should climb higher their must be a 12 volt draw. i would like to repair if possible. will this batt. maintainer damage anything hooked up?

The charging system should also feed the regulator/field. That should be the draw while running.

Are the brushes free on the commutator, commutator clean etc?

You might have to go to a little higher amperage charger to get to around 14 volts under load, unless you haven't let it run long enough to catch up on charging the battery.

ill check the brushes. the electric start works fine. i thought it might be a reley or maybe with the electric choke removed it wasnt dragging the batt. down enogh to alow the dc charging to kick in . i have onley let it run a short time, but it seemed that the dc voltage stablized about 12.7 with the maintainer connected . now i did adjust the governor it was surging. set the ac voltage at 126 no load.
