Talking Wisconsin VE4 timeline

OK, I saw this Wisconsin engine sitting outside in the rain and had my father go rescue it for me. It is a VE4. Now I need to know what year it is. It is in decent shape with all the sheet metal on it and is free to turn with the mag still tripping. Any help will be greatly apppreciated. Ser#107220 Looks to have been mount on a pull type implement. thanks Randy.
