From what I read, going from 60 to 50 driving a motor does derate the power by about that proportion; I've seen factors of 0.80 to 0.75 (5/6 = 0.83).

It will be a good thing if reducing the speed also reduces the voltage-- I won't need the transformers.

You will reduce the speed physically with the governor and you will set the voltage electrically with the voltage regulator (or replace it). Setting the voltage regulator lower is not any problem, so long as it will support the setting you choose.
