Default Delco Light Plant Model 850

Trying to get my Delco Model 850 running. Can not seem to get gas to carb. Romoved fuel lines and cleaned. Cleaned out inspection plug screen and hole going down into carb. Noticed there is no check valve on end of tube in gas tank. Not sure if there is supposed to be one. Is there supposed to be a check valve? Checked for spark. Plug is clean. Made spark test by holding the kill lever a distance and got good spark. Noticed that on the starter switch needs to be held half way between closed and open to allow the spark to continue. Engine will only run when I hold the start switch partway open. Any ideas to help? Would like to take her to show next week end.

Also is Delco Don still around in S.Illinois? If any one has his contact info including correct phone would be appreciated.
